25 Water Street is a landmark office-to-residential conversion project in Manhattan’s Financial District, transforming a 1968 office tower into a 32-story residential building. The development adds a 10-story overbuild and modernizes the existing structure, resulting in over 1,300 rental apartments, making it the largest office-to-residential conversion in the United States by unit count. Designed by CetraRuddy and developed by GFP Real Estate, Metro Loft Management, and Rockwood Capital, the project features expansive amenities and a contemporary glass façade. As of November 2025, construction is nearing completion, with phased leasing already underway.
